I provide her with my domain name (which I legally own) and all of the content, i.e. pictures and texts. I pay her the amount she requested for such services. She in turn builds the site thr en-us I don't believe she has rights to keep the design from you if you paid for it, but technically, you may have to give her copyright a mention inside html of pages. I think your site could be easily copied by a designer from just going to the domain. Actually, you could start doing it too by using File > Save Page As from your browser on each page; it would save copies of all images and html to your computer.
