Trying to send out flyers

When I try to send an email through outlook express I get the message
Connection to server has failed. Server SMTP.comcast.net protocol smtp port23 Secure No socket error 10061 Help. I am a travel agent and am trying to send flyers to my clients. I have been trying to do this for months please help Thanks
